The Philippine Pet Birth Control Center or PPBCC is at the helm of promoting responsible pet ownership in the country. They are a non-profit organization aiming to lessen animal abuse and abandonment by controlling dog and cat population through low-cost neutering. Their years of existence has been dedicated to help alleviate the alarming population of stray dogs and cats in our country.
PPBCC centers their advocacy on containing and eventually eliminate rabies caused by animal bite particularly from stray dogs and cats in local communities. Rabies is considered to be a neglected disease, which is 100% fatal though 100% preventable. It is not among the leading causes of mortality and morbidity in the country but it is regarded as a significant public health problem for two reasons; first, it is one of the most acutely fatal infections and second, it is responsible for the death of 200-300 Filipinos annually. At least 1/3 of deaths was due to human rabies and affects children less than 15 years old. Animal bite cases has been increasing for the past 5 years. At least 328,459 persons in 2011, and 266, 220 individuals in 2010 were bitten by animals.
Dr. Maricelle Licuanan-Resurreccion, a veterinarian by profession founded the PPBCC in 2003. With the the intent to promote responsible pet ownership and companion animal welfare, she mounted community seminars and trainings to educate pet owners and community leaders on the threat of rabies from animal bite. Slowly she gained support from close friends and family members who joined her in this mission. “Growing up, I would see my parents treating our pets as real members of the family, perhaps my interest in veterinary medicine was long inculcated at a young age because of this.” Dr. Maricelle, shares.
“Animal companionship and welfare are the next step to responsible pet ownership. Aside from keeping your pets safe and well fed, owners have to make sure they are neutered to avoid unwanted reproduction.” Dr. Maricelle explains. “Pet owners need to realize that neutering their pets can actually increase the lifespan of the furry-friend and can also eliminate the possibility of ovarian and uterine cancers for female cats and dogs.” Dr. Maricelle adds.
PPBCC offers low-cost spaying and neutering to pet owners. “We know that subjecting their pets for this kind of procedure are added cost to the owners, but this is a necessary spending to avoid the increasing population of stray animals in community alleys and streets. And if they are not contained, these stray animals, who are predisposed to rabies, will be a grave threat to people who will be prone to animal bite.” Dr. Maricelle adds.
PPBCC is also conducting free neutering and spaying on indigent communities where stray animal incidence is more frequent. PPBCC Doctors and volunteers hold mobile neutering clinics around the country. With the continuous and increasing support, largely coming from the private sector, is able to fulfill their mission and slowly but surely is on its way to reach their vision of a zero-rabies Philippines.
